Ukrainian President Volodymyr Zelensky Declares He Lacks Definitive Security Pledge from Partner Nations

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have not given him solid assurances that they will defend Ukraine in the event of a future Russian attack.

"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on Wednesday.

His comments come a day after the UK and France signed a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.

However, comprehensive defense assurances have not been agreed. The US, which has been leading efforts to end the invasion, was reported to have abstained from signing such a commitment at talks in Paris on Tuesday.

Details of the Paris Talks

After the Paris talks, which involved some 30 countries that form the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.

Partner nations suggested that the United States would take the lead in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.

The Russian government has thus far remained silent on the declaration made in the French capital.

President Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "a vital part of our commitment to stand with Ukraine for the foreseeable future".

He added: "It paves the way for the legal framework under which British, French and partner forces could function on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the years to come."

Zelensky hailed that accord as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I perceive the determination, the political will, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if nations in Europe would defend Ukraine.

"But as long as we lack such security guarantees - formally ratified, endorsed by legislatures, supported by the United States Congress - this question remains unresolved. And even if they do, you still have to rely first and foremost on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also notable owing to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the allies "mostly completed" their work on finalizing security arrangements.

Recently, the President indicated a peace deal was "ninety percent complete".

Territorial concessions and defense pledges have been at the center of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukraine's military must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could withdraw its troops to an established line - but only if Russia did the same.

Moscow now holds about 75% of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The two regions constitute the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - with a focus on energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
