Arrests Executed in Link to Supersized Unauthorized Landfill

Two individuals have been taken into custody as a component of an inquiry into the tipping of thousands of metric tons of refuse in a field in Oxfordshire, England.

Law enforcement stated that a man in his late sixties was detained at a residence in Andover, Hampshire, while a 54-year-old was taken into custody in Slough in relation with the huge pile of rubbish deposited near the area of Kidlington.

These detentions follow a recent revelation which exposed the presence of over 500 unauthorized tips in England, encompassing at minimum 11 so-called "super sites" greater than 20,000 tons.

A representative for the environmental agency commented that the detentions were for environment-related and financial offences and were a "vital step" in continuing investigations. The two individuals have been let go on conditional release.

Magnitude of the Problem

The dump in the Kidlington area, situated between the River Cherwell and the A34 road, is estimated to contain around 21,000 tonnes of rubbish in a heap which is up to 150m (490ft) long and 6m (20ft) high.

This mound of rubbish is made up of what seems to be sorted domestic rubbish, chopped up plastics, Styrofoam, tires and assorted household articles.

It represents just one of 517 illegal dumps in England, at least 11 of which are estimated to hold in excess of 20,000 tons of garbage. These encompass a 280,000-tonne area in Cheshire, two 50,000-tonne sites in Lancashire county and Cornwall and a 36,000-tonne dump in the county of Kent.

The actual amount of such larger dumps is expected to be higher, as the regulatory authority has in the past acknowledged it does not possess data on tonnage for every unlawful site.

The majority such locations are in rural locations, typically concealed, and on land that is zoned as arable property.

Criminal Activity

Authorities say a significant number are managed by organized crime groups, who are making cash by charging much less than lawful operators to accept and landfill rubbish.

Businesses have to incur gate fees to use licensed waste facilities, based on the volume and category of refuse they are trying to dispose of, and a waste tax is also levied at just over £126 per tonne.

Public Frustration

Preparatory efforts to clear the affected dump began earlier this month amid concerns over the potential of fire and the effect that would have on the nearby A-road.

A contracted waste clearance contractor has been given the contract to handle the area over the next 12 months at a expense of £9.6m.

An enforcement officer for the national environment unit said that the agency would be aiming to recover the clean-up expenses under confiscation laws from anyone prosecuted at the conclusion of its current case.

She further stated that the recent detentions would help "move the investigation forward" and enable officials to "pursue more lines of inquiry to determine in detail what happened and who was a party to it".

"This unlawful tip at this location was an atrocious and deliberate affront on our environment and we understand the local outrage at this horrific crime," she stated.

A government minister welcomed the detentions, commenting: "The unauthorized tipping of waste at Kidlington is utterly appalling and has caused substantial detriment to the environment and upset to the surrounding population.

"The authorities is dedicated to eradicating this type of criminality in the country, by increasing funds to tackle illegal dumping, recruiting more officers and enacting stricter controls and penalties for those who flout the regulations."

The apprehensions were executed on a recent Thursday by personnel from a regional crime team and follow an previous detention of a man in his thirties from the Guildford area area in last November. He was released awaiting more enquiries.
